Part 5 of the Housing Act 2004 (PDF) requires that all homes for sale in England & Wales have a Home Information Pack (HIP) available. The EPBD EU Directive 2002/91/EC (PDF) also requires that most commercial property for sale or rent, or (from 01/10/08) dwellings for rent, have an Energy Performance Certificate (EPC) available for new tenants to see. This is to assist with improving energy efficiency and reducing carbon emissions.
